Thank you for your interest in the role of Service Director – Highways and Streetscene at Kirklees Council.

Dear Candidate,

This is a genuinely exciting time to join Kirklees. We are an ambitious, stable and forward-looking council with a clear commitment to improving the quality and efficiency of our frontline services. This is a place where talented leaders can make a visible, lasting difference and shape services at real scale.

The Highways and Streetscene portfolio sits at the heart of how people experience our borough every day. It brings together essential operational services including highways, waste, fleet, street cleansing and environmental operations, all of which play a crucial role in supporting our communities and keeping Kirklees moving. These services are well-established and professionally delivered, but they are ready for transformation. This role gives you the opportunity to lead that change, to modernise systems and processes, harness new technology and data, and create a culture that values excellence and innovation.

This is also a role of real scale and impact. With over 450 staff in Highways alone, a significant capital investment programme, and a major upcoming procurement for our long-term waste and recycling arrangements, you’ll have the opportunity to lead high-profile, complex programmes that matter, for residents, for the organisation, and for the environment.

What makes this role stand out is the balance it offers: operational leadership, combined with the freedom and ambition to transform services for the future. You’ll be joining a place that values its people, invests in its teams, and recognises the importance of strong, visible leadership.

If you are looking for a role where you can shape change, lead at scale, and deliver services that directly improve people’s lives, I hope you will consider joining us.

Yours sincerely,

David Shepherd
